Larry Williams has over 45 years
aviation experience including
corporate pilot, aviation department manager, regional airline captain, university faculty (Auburn and Middle Tennessee State University), FAA Air Traffic Control Specialist, FAA Academy Instructor, FAA Safety Program Manager, and Assistant Manager of a FAA Flight Standards District Office (FSDO). His FAA career includes experience assigned to the FAA's Air Transportation Oversight System Certificate Management Office (ATOS-CMO) at FAA Headquarters where he was responsible for writing and revising Safety Attribute Inspections (SAI) and Element Performance Inspections (EPI) used in all new air carrier certification. Larry also spent several years assigned to FAA Headquarters where his duties included writing and revising regulations and technical guidance materials. He has several years experience with FAA's International Programs and Policy Division (AFS-50) where he was responsible for reviews and providing Larry Williams assistance to foreign governments attempting to gain
International Civil Aviation Organization (ICAO) safety compliance and passing an FAA International Aviation Safety Assessment (IASA).
He was awarded a Superior Achievement Award for his work while he served as the Team Leader for FAA's technical assistance team working with the Nigerian Civil Aviation Authority. As a result of this assistance, Nigeria received FAA's "Category 1" status for its safety oversight of air carriers in 2010. Larry has extensive experience working with Civil Aviation Authorities and Air Carriers worldwide conducting audits and developing corrective action plans to comply with international safety standards.
He has received numerous accolades and awards during his aviation career including:
- FAA National winner "Excellence in Public Awareness"
- FAA Washington Headquarters winner "Commitment to People"
- "Career Contributions to Aviation" awarded by Tennessee Aeronautics Commission
- Numerous "Outstanding Performance" and "Superior Achievement" awards during his FAA career
During his 34 year tenure with the FAA he investigated hundreds of accidents, certificated air carriers, conducted hundreds of investigations, testified in NTSB hearings, and served as the FAA's expert witness and subject matter expert. He also served as the FAA's National Resource Inspector for the Shorts 360 and Westwind aircraft where he administered flight checks and served as the FAA's certification expert on the aircraft. Larry has taught safety and management courses at the FAA Academy, FAA's Center for Management and Executive Leadership and the U.S. Department of Transportation's Transportation Safety Institute. He was on the original cadre of FAA inspectors chosen to teach ICAO endorsed Government Safety Inspector courses including Government Safety Inspector-Operations, Personnel Licensing and Aviation Training Organization. He was selected to teach these courses (as an ICAO endorsed instructor) at the FAA Academy and several "in-country" sites including South America, Europe, Indonesia and Africa. He has given safety presentations and conducted safety audits world-wide, including Asia, China, Africa, Europe, South America, Central America and the Middle East (Dubai, Saudi Arabia, Azerbaijan, Ukrane and Bahrain).
Larry also served as an auditor for FAA's Flight Standards Quality Assurance Staff conducting ISO-9000 based quality audits of Flight Standards District Offices to ensure compliance with the ISO-9000 quality management standards.
His formal education includes a Master's Degree in Aerospace Education and a Specialist in Education degree in Currucullum and Instruction from Middle Tennessee State University (MTSU). He is a graduate of the Aviation Safety Certificate Program at the University of Southern California. Larry is an accredited IS-BAO Auditor, IATA Operational Safety Audit (IOSA) accredited auditor and an Aircraft Charter Safety Foundation (ACSF) auditor. He is also a member of the Association of Certified Fraud Examiners and holds the designation of "Certified Fraud Examiner." Larry has over 12,000 hours of flying time and holds an Airline Transport Pilot Certificate (airplane and rotorcraft) with nine type ratings. He also holds a current gold seal flight instructor certificate with airplane single and multiengine, rotorcraft-helicopter and gyroplane, instrument-airplane and helicopter and glider ratings.
Upon his retirement from the FAA he was appointed as FAA Designated Pilot Examiner. He has been a member of the Aircraft Owners and Pilots Association (AOPA) for over 45 years and was recently appointed as the Airport Support Network (ASN) volunteer for the Murfreesboro, Tennessee airport.
